The Libraries program totals $34.1 million and is funded with General funds, development impact fees, and 1988 and 2001 bonds. Projects for 2001 bond funding include the following:

• Construction of the Chavez Regional Branch Library located near Chavez Park (35th Ave and Baseline).
• Construction of the Desert Broom Northeast Branch Library located near Tatum and Cave Creek.
• Construction of the Adobe Mountain Regional Branch Library located South of the CAP and west of the I-17 freeway.
• Construction of the Palo Verde Replacement Branch Library within a higher visibility area in Maryvale.
• Completion of the Central Library
• Acquisition of land for the North Gateway (west of I-17 and north of the CAP), Desert Broom (Tatum and Cave Creek), Estrella (59th Avenue and Buckeye) and Harmon (replacement) branch libraries.
• Acquisition of land for the design of the West Ahwatukee Branch Library located near Central and Chandler.
• Acquisition of land for and design of the South Mountain (Southeast) Branch Library located near 36th Street and Southern.
• General funds are planned to construct minor improvements to various branch libraries. Remaining 1988 bonds are planned to acquire library equipment.
• Development impact fees are planned to assist with acquiring and constructing new libraries in the Ahwatukee Foothills, Deer Valley, Desert Broom, Estrella and Laveen areas.
